City map: buildings missing on beta worlds (#3574) — the beta game client no longer loads the building_upgrades metadata at startup, so the map (and kits, inventory, ascended buildings) waited for it forever. forceLoadCityEntities generalised to forceLoadMetadata: 15 s after startup the extension requests metadata the client did not load itself (city_entities, building_upgrades) via the FoEproxy meta handlers; live worlds, where the client loads it, are unchanged.
